F&Q1: What are the basic documents required for sea freight customs clearance?
The required documents will vary depending on the commodities within your shipment. At minimum, the following clearance documents are required:
Sea Freight (LCL/FCL):
- Bill of Lading
- Commercial Invoice
- Packing List
- Packing Declaration
Below are additional documents that may be applicable:
- Certificate of Origin under the relevant Free Trade Agreement – this may allow you to benefit from concessions on duty tax. Without this certificate, you will be required to pay the standard duty tax rate regardless of whether a free trade agreement is in place.

- For example, many commodities made in China are duty free with a Certificate of Origin under the China-Australia Free Trade Agreement (CHAFTA).
- New & Unused Declaration – if any of your commodities are classified as machinery, you will be required to declare if they are new & unused. If they are new & unused, a template can be provided for your shipper to fill in. If they are used, they must be cleaned thoroughly at origin prior to departure and a biosecurity inspection will be required upon arrival pending their release or further direction at the importer’s cost.
- Asbestos Free Declaration – Australia strictly prohibits Asbestos and certain countries of origin and commodities are considered high risk and may require a manufacturer’s declaration. At the discretion of the Australian Border Force & DAFF Biosecurity, sample testing on arrival may be required at the importer’s cost.
- For example, some commodities that historically contained Asbestos are Insulation, Cement Fibre Boards, Vehicle Brake Pads, and may require an Asbestos Free Declaration and/or sample testing.

- Treatment Certificate – some commodities may require a treatment certificate depending on the commodity of your goods.

- For example, cargo containing solid timber/bamboo may require a Methyl Bromide Fumigation Certificate, otherwise, it will be directed for Fumigation upon arrival at the importer’s cost.
- Quarantine Storage Declaration – This declaration is required if your cargo was fumigated at origin and a certificate was provided. It declares that after your cargo was fumigation, it was stored in a manner to minimise contamination prior to departure.

F&Q 2: What are the basic documents required for airfreight customs clearance?
The following documents are required for import airfreight clearance:
- Air Waybill
- Commercial Invoice
- Packing List
- Certificate of Origin under the relevant Free Trade Agreement (if applicable).
F&Q3: Why do new customers need to sign a Letter of Authority & provide evidence of identity?
When you travel internationally, you must identify yourself in a legitimate manner at a country’s border. Similarly, cargo entering the country must be legitimately associated with a real importer. If you are our point of contact, you must provide evidence of your identity, confirmation of your association with the importing entity, and your written consent that you have engaged our services.
F&Q4:What is a Packing Declaration and how is it completed?
A packing declaration is required for both LCL and FCL Seafreight shipments. This declaration must be completed by the packer or supplier in the country of origin.
This document is unique to Australia and overseas suppliers may not be aware that it is required or how to properly complete it.

Some additional information on how to fill the document in can be found below to reduce the likelihood of delays.
- Company Letterhead – the declaration must be on your supplier’s company letterhead. If an official letterhead is unavailable, they may manually enter their company name, address, and contact details at the top of the document.
- Vessel & Voyage Number – the departing vessel & voyage number must be typed on the document.
- Consignment identifier or numerical link – This can be any relevant reference number associated with the shipment. For example, the Bill of Lading number, Container number, or Commercial Invoice number.
- Q1/A1 & Q2/A2 – your supplier must tick the relevant boxes on the document ensuring they avoid changing the formatting in the document.
- Q3/A3 – This is only filled in if they answered YES to A2. Otherwise, they must leave it blank.
- Signed – the written signature of the employee filling the document must be provided.
- Printed Name – the employees full name must typed clearly.

- 澳大利亚政府严禁进口含石棉产品,某些原产国及特定商品类别被列为高风险,可能需提供制造商声明,确保货物不含石棉。
- 澳大利亚边境执法局(ABF)及农业、渔业和林业部(DAFF)有权要求在货物抵达后进行随机抽样检测,检测费用由进口商承担。
- 高风险商品示例:隔热材料、水泥纤维板、汽车刹车片等,可能需提供无石棉声明及样品检测报告。

为何新客户需要签署授权书并提供身份验证文件?
与国际旅行一样,进入一个国家时,您必须以合法的方式进行身份验证。同样,入境货物也必须与真实的进口商合法关联。如果您是我们的联络人,您需要提供身份验证文件、确认您与进口实体的关联,并提供书面同意书,确认您已委托我们提供相关服务。授权书(Letter of Authority),表明您正式委托我们作为您的清关代理并授权我们办理相关手续。
什么是包装声明(Packing Declaration)?如何正确填写?
包装声明适用于拼箱(LCL)及整箱(FCL)的海运货物,须由原产国的包装供应商或出口商填写并提供。

填写要求
- 公司抬头(Company Letterhead)
- 该声明须使用供应商的正式公司抬头。
- 若无固定抬头,需在文件顶部清晰注明公司名称、地址及联系方式。
- 船名及航次号(Vessel & Voyage Number)
- 必须准确填写货物所搭载船舶的名称及航次号,以确保货物信息匹配。
- 货运编号或关联编号(Consignment Identifier or Numerical Link)
- 可填写提单号(Bill of Lading Number)、集装箱号(Container Number)或商业发票号(Commercial Invoice Number),以确保文件与具体货物关联。
- Q1/A1 & Q2/A2
- 供应商必须在相应选项上打勾,并确保文件格式未经修改。
- Q3/A3
- 仅当A2 选“是”时填写,若选“否”,请留空。
- 签名(Signed)
- 声明须由授权人员手写签名,电子签名或盖章不可替代。
- 填报人姓名/印刷体式签名(Printed Name)
- 须打印或清晰手写填报人员的完整姓名。
